So, now officials will choose an investor who will invest in the development of traffic control infrastructure, Vedomosti reports. An entrepreneur who equips the roads of the Moscow region with stationary cameras will receive a commission from each fine paid by the violator.
According to the plan, a private company will have to install at least 1,055 fixed cameras on the roads of the Moscow Region and more than 700 cameras on the roads of the Moscow Region. Plus, it is necessary to launch into operation 150 mobile video-recording complexes. With the help of the camera, it is planned to control the observance by drivers of traffic rules, including driving on the side of the road, moving into the oncoming lane, speed of movement, passage of intersections and level crossings.
Currently, 226 fixed cameras are operating in the Moscow Region, recording approximately 20,000 rule violations per day. For the first half of this year, the cameras brought about half a billion rubles to the budget. For 12 years - this is the estimated duration of the project, the budget can receive an amount of 50 billion rubles. At the same time, it will be possible to replenish the budget not only through fines - the investor, who will be chosen by the department, will also pay taxes on income and property.

The total cost of the project, according to experts, will be about 4.94 billion rubles, while no budget funds will be attracted. The investor will return the invested funds from the already paid fines, but the maximum amount of the return is limited to 233 rubles. The remaining funds should go to the budget of the Moscow region.
As for the time for which the project is planned to be implemented, software development and installation of hardware will take no more than a year. The project payback period is about 11 years.
Most likely, the participant who offers the smallest portion of the payment from the penalty will win the competition. At the same time, the investor will be as motivated as possible to install high-quality equipment - after all, the profits earned by the entrepreneur will directly depend on the operation of the complex. The lower the percentage of recognition of fines - less income.
