The draft law “On postal communication”, which has already been prepared for the second reading of the Ministry of Communications, provides for the development of the state electronic postal system (GEPS) by the Post of Russia. According to the concept of postal development in the Russian Federation, which was developed by the ministry, by 2020 about 40% of letters from state bodies will be sent electronically via GEPS. At the same time, the share of citizens who use the system should be about 60%.
"Russian Post" at the moment has already developed this system, spending about 150 million rubles. To ensure the work of the GEPS, the capacities of the Post of Russia data processing centers will be used, according to a representative of the Federal State Unitary Enterprise.
Starting from November 2015, it is planned to launch a pilot project in the Moscow region. Already from the middle of next year, the launch of the GEMS is planned for all categories of users - both for authorities, legal entities, and for individuals. For authorities and organizations with state participation the use of such a system will be mandatory. Citizens can work with GEPS voluntarily. Work with the state e-mail will be free for all. In this case, it will be possible to convert emails to paper, delivering them to the physical address.
