The Russian domain name administrator changes the manual

The focal point of the national Internet domain domain (KC) will soon receive a new management system. Now the organizations that have become founders of the KC have changed the charter of the center, radically changing the principle of distribution of the management of the organization, Vedomosti writes . Until now, the KC was managed by the organization’s council, the highest body of the center.

The founders of KC are four organizations: the Regional Public Center for Internet Technologies (ROCIT), the Union of Internet Operators (SOI), the Documentary Telecommunications Association (ADE) and the Russian Research Institute for the Development of Public Networks (RIIP). At the same time, the founders did not take any part in the work of the KC - none of the founding organizations invested funds in the center, moreover, in 2011 the founders transferred their powers to the KC board. Members of the center’s council were elected each year by members of the previous leadership team. Currently, the council includes 11 people, including a representative of the state (the Ministry of Communications and Mass Media), the head of the center is Andrei Kolesnikov.

Some time ago, the founders re-registered the statute of the CC in the Ministry of Justice. The new charter transfers the management of the organization from the council to the general meeting of the founders. The latter has become the main and main governing body of the KC, which can change the charter, appoint the director, approve his decisions and carry out other similar tasks. Plus, it is the founders who are now appointing members of the KC council. And for the leadership of the center a new charter came as a complete surprise.

According to the representative of one of the founders of the KC, the changes that were made to the charter were dictated by the law, as well as by the desire to transfer the management of Russian domains under public control. The founders are now fully responsible for the organization, with no changes in the work of the center.

In the spring, the head of the Ministry of Communications and Mass Media, Nikolay Nikiforov, planned to make a government report with a proposal to transfer the functions of the CC to the state.

The head of the State Duma Committee on Information Policy and the Chairman of ROCIT, Leonid Levin, argues that the state now will not interfere in the activities of the CC. Nevertheless, the founders of KC want to understand what the center does and to be able to evaluate the effectiveness of the management of the center by participating in the management process directly.
