The Ministry of Communications and Mass Media offers to fine up to 300 thousand rubles for public Wi-Fi networks without identification

Government Decision No. 758 , which entered into force on August 13, 2014, requires mandatory identification of users from owners of establishments with Wi-Fi networks. The Ministry of Communications and Mass Media of the Russian Federation has defined fines to organizations for public Wi-Fi networks that provide access to the Internet without user identification, according to Interfax .

For the first violation, individual entrepreneurs will pay from 5 to 50 thousand rubles, the penalty will double in case of a repeated violation. The fine for legal entities will be from 100 to 200 thousand rubles for the first time, in case of a repeated violation, it increases to 200-300 thousand rubles.

Previously, the Law “On Communications” did not provide for liability for legal entities and private entrepreneurs who create Wi-Fi networks for public access and ignore the need to register and authorize users.

If the bill is passed, the fines will come into force in the first quarter of 2016.
