WhatsApp ,

Skype work in the gray zone, outside the regulation adopted in the television industry - they can be used by terrorists and spam organizers -link.
According to him, Russian operators have invested in IT solutions that allow them to fight spam, and he “went all over to Viber, WhatsApp and all kinds of instant messengers”. Tavrin believes that the industry needs to be changed. In particular, he insists on the introduction of uniform rules for regulating the sms-services of operators and instant messengers. The regulation of such services is being
discussed today by lawmakers and all sorts of agencies in the United States and European countries - the United Kingdom and France, Tavrin recalled.
“The growing activity of superimposed services in the world and in Russia negatively
affects the revenues of mobile operators from traditional services (voice and SMS),” analysts at

OTT services consider mobile operators not as potential partners, but “only as a means of delivery,” complains Tavrin: “When they look at us as those who, in order for them to work, invest tens of billions of dollars, yuan, euros , rubles (depends on the country), - then this conversation will be more constructive. Unfortunately, we are not conducting these conversations today. ”
The representative of
MTS, Dmitry Solodovnikov, notes that OTT services do not have to spend a lot of money on increasing network capacity, on their maintenance, on the development of new technologies. They simply use networks of telecom operators to provide their services.
He sees the solution to the problem in sharing revenue with OTT operators or creating special tariffs that take into account the user's consumption profile, including, for example, OTT players traffic.
According to
Juniper Research , the total losses of world mobile operators from OTT services last year amounted to about $ 14 billion. And according to
Ovum , the total lost revenue of mobile and fixed operators from 2012 to 2020 only from VoIP-services will reach $ 479 billion, or 6.9% of the global voice services market.
The representative
of VimpelCom, Anna Aybasheva, notes that it is important not to deprive the users of instant messengers, but, on the contrary, to make their use more convenient. Users of instant messengers are users of smartphones and package tariff plans, that is, the operator’s average bill per subscriber indicator does not suffer from these services, while the loyalty of customers with a healthy partnership between the operator and OTT will be higher, Vedomosti reports.
Partnerships and joint projects with OTT services will be more beneficial for operators and subscribers than prohibitive measures or excessive regulation, said

Last year, the Federal Antimonopoly Service (FAS) made a proposal to give operators the right to rank different types of traffic by priorities, as well as differentiate tariffs. But industry representatives did not support this proposal.
