A new initiative appeared in the State Duma: a proposal to oblige foreign aggregators to pay for the news of domestic media. The project can be implemented by amending the law, which will allow a foreign news aggregator to ban the use of information published by the Russian media for free,
writes RBC. The proposal itself was made by State Duma deputy from the Liberal Democratic Party of Russia Vadim Dengin.
The idea itself is related to the implementation of the project on import substitution. The deputy believes that now there is a “trend towards the development of own products and services” in the country, respectively, import substitution should be implemented in the IT sphere. “And then we have been sitting on the information foreign“ needle ”all our life, the deputy said.
Dengin proposes to soon gather an expert council of the State Duma Committee on Information Policy, Information Technologies with the aim of creating a plan for the implementation of such a project. The deputy also plans to use the experience of Spain (which, by the way,
cannot be called completely positive). Discussion of this proposal is likely to be held in the fall. “I am sure that there is a request and we must support Russian search engines and the emergence of new software products,” the parliamentarian commented on his initiative.
It should be noted that back in February of this year, Dmitry Biryukov, chairman of the commission of the Public Chamber for the development of the information society, the media and mass communications, made a similar idea. "In Spain, for example, they passed the bill when Google deducts 7% of its income in the country to the Spanish media," said Biryukov.

As for Spain, in this country at the end of last year a law was passed obliging the news aggregators to pay for the use of news from the Spanish media. After that, Google announced its intention to shut down its news aggregator in Spain.
