European companies ask Putin to put the law on the storage of personal data into sleep mode

September 1 enters into force the law on the storage of personal data in Russia. Today it became known that the Association of European Businesses ( AEB ) still insists on the postponement of this law. AEB includes about 600 companies from Russia and the European Union. At the St. Petersburg Economic Forum ( PEF ), they sent a corresponding proposal to President Vladimir Putin.

“The proposal was as follows: let the law enter into force this year, but it must remain“ asleep ”: that is, that the sanctions provided for by law begin to be applied a year later, on September 1, 2016,” the Kommersant source said .

Internet ombudsman Dmitry Marinichev also knows about the proposal. According to him, Vladimir Putin asked his assistant Andrey Belousov to work this question out.

“We support this initiative: the transition period would give both business and regulatory bodies better time and less risk to prepare for fulfilling the requirements of the new law,” said Anton Guskov, a representative of the Association of Trading Companies and Manufacturers of Household and Computer Equipment. He also noted that a large number of companies that operate not only on the Internet have electronic document management, client databases and, for example, customer loyalty databases.

Amendments to the laws “On Personal Data” and “On Information” were adopted in July last year. According to the amendments, it is necessary to create a “Register of violators of the rights of personal data subjects”. Measures against violators will take Roskomnadzor.

According to the original plan, the law was to come into force on September 1, 2016. But the State Duma postponed the deadline first on January 1, 2015, and then on September 1, 2015. This was due to the difficult international situation and the threat to the security of data from Russian users.

In March of this year, the airlines expressed concern that they would not have time to transfer the data before September 1. Companies work with foreign reservation systems, which may simply refuse further cooperation. Because of this, there may be a collapse of traffic. In May, the law was proposed to be postponed by business ombudsman Boris Titov.

“So it was, for example, with the law“ On the procurement of goods, works, services by certain types of legal entities ”, which entered into force on January 1, 2013. The article on the Administrative Code stipulating liability for its violation was introduced on May 5, 2014 and entered into force only on May 16, 2014, that is, after a year and a half of the law, ”recalls the partner of the law firm“ Nektorov, Saveliev and partners ”Anastasia Savelieva

Some foreign companies still expressed willingness to start data transfer. Some of them have already begun this process. Megamind wrote that such companies as eBay , AliExpress , Google , Lenovo , Samsung and Booking.com deal with the transfer.
