The Ministry of Industry and Trade proposed to compensate the costs of operators for replacing imported equipment with domestic ones

The Ministry of Industry and Trade has prepared proposals for the support of Russian telecom operators purchasing domestic equipment to support the development of mobile Internet. The proposals provide for the provision of subsidies to operators to compensate for the costs of purchasing domestic equipment and for disposing of previously installed foreign equipment, as well as subsidies for training personnel.

It is proposed to provide operators with credit lines, tax breaks and “tax holidays” in the construction of networks based on Russian telecommunications equipment. It is planned to reduce VAT on the purchase of domestic equipment and to provide operators with preferential access to the necessary frequency ranges.

The Ministry of Industry and Trade also plans to revise the scheme for replenishing the universal service reserve, to which operators annually transfer 1.2% of revenues from communication services. The amount required for the purchase of domestic equipment and software (software) can be deducted from the amount of contributions to the reserve. However, this amount should not exceed 25% of its size.

By 2020, the Ministry of Industry and Trade proposes to reduce the import of dozens of percent for 534 different types of equipment.
“At present, domestic products purchased by telecom operators are mainly represented by fiber optic cables, power supply racks and climate cabinets,” MTS representative Dmitry Solodovnikov told Kommersant.

Representatives of the telecommunications industry believe that of the proposed measures, the most realistic and attractive is the reduction of deductions to the universal service reserve.

The use of the reserve is distributed ten years ahead. Last year, it was decided to send it to the project on “eliminating digital inequality”. At that time, the amount of the reserve was 163 billion rubles. However, the Ministry of Communications did not manage to repay the debt in the amount of 9.6 billion rubles for 2013-2014.

The timing of the project is also affected by the change in exchange rates, which has led to an increase in prices for telecommunications equipment.

New initiatives should not create risks, including the risk of underfunding, for the implementation of such a large-scale project, said Rostelecom representative Valery Kostarev.
