Rospotrebnadzor is preparing a bill to block "unscrupulous" online retailers

Rospotrebnadzor believes that in the Russian online retailer market there are "unscrupulous" stores and aggregators. They do not disclose information about the seller, manufacturer of products, about the product itself or services. They receive money into the account as intermediaries between sellers and buyers, but if problems arise, it is almost impossible to bring them to justice. The agency proposes to introduce the possibility of blocking such sites and consider Internet retailers as an independent subject of responsibility.

“The competence of Rospotrebnadzor has the authority to suspend the activities of regular stores for 30, 60 and 90 days if they violate the law. Online stores are the same subjects of trade, for them there should be no exceptions, ”explained the representative of Rospotrebnadzor, Anna Sergeeva. Therefore, Rospotrebnadzor developed amendments to the law "On Protection of Consumer Rights" and the Code on Administrative Offenses (CAO).

Artem Sokolov, Executive Director of the Association of Internet Trading Companies ( ACIT ), agrees that Internet retailers often do not provide consumers with all the necessary information. A good solution to the problem is the directive of the European Parliament and the Council of the EU 2011/83 / EU , he said: “The directive obliges the service to provide the buyer with the contract not only all the necessary information about the product, but also about the seller in whose interests he is acting”

The general director of Price.ru aggregator Alexey Romanenkov told Kommersant that Price.ru fully informs buyers about products and suppliers. He also believes that blocking such sites "will deprive consumers of independent, unbiased information about products and suppliers."

In the current version of the bill, part 1 of art. 3.12 of the Administrative Code is complemented by the words "sites on the Internet." “This will allow suspending the activity of any Internet resources for absolutely any violation, regardless of its severity,” notes Wikimart CEO Andrei Klenin. He also said that the current draft law poses a serious threat to business and not only to it.

Sergey Kopylov, Deputy Director of the Coordination Center for the Internet’s National Internet Domain, assumes that the blocking procedure will be organized according to the scheme of restricting access to blacklist sites: if the content is not corrected, put the site on a blacklist, from which Internet service providers must, in turn, be taken away and filtered. ”
