The State Duma of the Russian Federation may tighten the law on preferences for Russian software, if the government cannot agree on ways to restrict government procurement of foreign software until the fall. reports . As of January 1, 2016, government agencies will have to explain purchases of foreign software, if analogs are found in the register of domestic software. The registry itself is scheduled to be created by January 1.
The Ministry of Communications and Mass Media decided to support domestic programmers earlier than the State Duma made the same decision. At the end of February, the Ministry uploaded to the Network a draft government decree, where it is proposed to limit government purchases of imported software using the already mentioned registry of Russian software. Now the document proposes to ban government purchases of foreign software.
If the registry does not have domestic software counterparts, the purchase of foreign software will be allowed to the organization that needs such software. In addition, if there is a domestic counterpart, it is for some reason not suitable for the customer, it is also possible to purchase foreign software.
The chairman of the State Duma profile committee, Leonid Levin, explains that the law signed by the president requires justifying the purchase of foreign software in the presence of domestic counterparts. But the law limits the right to such purchases to the government. When approving the draft law, deputies provided for a possible delay in the timing of coordination of measures to support domestic developers. Now it happens. Both the Ministry of Finance and the Federal Antimonopoly Service have claims to the relevant bill.
