The law on the "right to oblivion" passed the second reading in the State Duma

Today, June 30, State Duma deputies in the second reading missed the bill on the “right to oblivion”. According to this bill, search services will be required to remove links to information about citizens at the request of the citizens themselves. In this case, it refers to inaccurate, irrelevant information and information that is distributed in violation of the law, writes Forbes. The law applies not only to domestic, but also to foreign search services - in case these services distribute advertising that is addressed to Russian consumers.

Recall that on June 26, amendments were made to the bill, while the Legal Department of the State Duma did not agree with the bill. Russian Internet companies have repeatedly criticized this bill. As a result, the parties came to a compromise - for example, the Duma committee agreed to exclude from the draft law the possibility of deleting references to reliable information, which is more than three years old.

An amendment was also made that stipulates “the mandatory indication in the application of a specific link to information that can be excluded from the search results,” said the representative of Yandex Ochir Mandzhikov. Thus, the developers of the draft law added the principle of excluding references from issuing only on requests that contain the applicant's first and last name, and the duration of the search engines with the requirements of citizens-applicants increased from three to 10 calendar days. “It will be possible to assess the impact of the new law on the Internet only after its entry into force. But it is already clear that the main burden on the proceedings will fall on the search engines. Although the search engines themselves do not spread any information and do not bear responsibility for its publication, ”Ochir Mandzhiky comments on the situation.

The first version of the bill was submitted to the State Duma by deputies of four factions on May 29. If the bill is passed in the third reading, the law will come into force on January 1, 2016.
