Today, June 30, the Ministry of Communications and Mass Media will submit to the Government a draft resolution on the restriction of government procurement of foreign software. The latest version of the document states that this is necessary “in order to protect the domestic market of the Russian Federation, develop the national economy, and support Russian producers”. From 2016, government agencies will be able to buy foreign software only under the following conditions: there are no programs of the required class in the registry; There are programs, but they are not suitable for technical specifications; information about such software or procurement is a state secret.
However, the Ministry of Finance and the Federal Antimonopoly Service did not agree with such restrictions. The Ministry of Finance proposes to give the opportunity to acquire foreign software in order to "refine, expand or renew licenses for software they already use." If this is not done, then additional funds from the federal budget will have to be spent, according to the department.
FAS fears that in an attempt to circumvent the restrictions, government agencies will specifically indicate in tenders such functions that are not implemented in Russian software. FAS also proposes to introduce uniform prices for software from the register of domestic software throughout the country. This will prevent further price increases.
The departments were not able to come to a common denominator in these matters, so the bill will be submitted to the government with a table of differences.
