The Ministry of Economic Development has developed a
draft law on the procedure for access of small and medium-sized entrepreneurs to the procurement of goods, works and services. The project was submitted to the State Duma on June 17.
“The concept of procurement in electronic form will be defined, a list of procurement methods will be established, the operation of electronic platforms will be systematized and the reporting system of customers will be simplified,” said Prime Minister Dmitry Medvedev.
The number of electronic platforms will be reduced, follows from the explanatory note to the bill.

Ministry of Economic Development conducted a study of electronic platforms. It turned out that today more than 120 are functioning stably. But this number is too large and does not allow the department to provide optimal control over compliance with the requirements of the Procurement Law
No. 223-FZ . Moreover, it complicates access to procurement to small and medium-sized businesses and creates the prerequisites for abuse by unscrupulous customers.
“An unlimited number of electronic sites forces potential procurement participants to pass accreditation on a significant number of such sites, which leads to additional time and financial costs,” the document says.
Until October of this year, a separate Government Decree will be adopted, establishing the procedure and conditions for the selection of operators of electronic platforms. In addition, their list will be determined. Until December of this year, the Ministry of Economic Development will prepare a regulatory legal act establishing uniform requirements for the operation of operators of electronic platforms,

It is worth noting that earlier it was only about sites for public procurement. According to official data until January 25, 2015 there were no more than five. However, now the Ministry of Economic Development proposes to use uniform requirements for all other electronic platforms. In this case, not only legal information will be checked, but also software and hardware, information security mechanisms, data centers, and more.
