Rospotrebnadzor proposes blocking unscrupulous online shopping

The other day Rospotrebnadzor appealed to the government with a proposal to block unscrupulous online stores and aggregators. According to a similar scheme, officials act in the event of the suspension of work of ordinary retail outlets and restaurants, Interfax reports. Rospotrebnadzor proposes to use a temporary blocking of the online store at the domain name level when violations are detected.



Representatives of the agency expressed concern that online stores usually find themselves outside the jurisdiction of consumer protection law. The work of aggregators, who do not sell goods at all, but buyers transfer money to aggregators, which then go to the seller, is also not regulated in the legislative field.



“At the moment, the supervisory authorities do not have an administrative resource to restrict access to online stores that violate the law in the field of consumer protection. In my opinion, such a resource should definitely be available to the executive authorities, ”Artem Sokolov, executive director of the Association of Internet Trading Companies (ACIT), commented on the situation.



Rospotrebnadzor proposes to add the definition of a supplier to the Law “On Protection of Consumer Rights”. Officials suggest that the supplier be considered an organization or a private entrepreneur who has a website indicating information about the goods sold, and consumers can send messages on their intention to conclude a contract of sale to this website.

At the same time, suppliers can be obliged to indicate on the site their address and mode of operation, with providing customers with complete information about the product. Such information will include the place of manufacture, expiration date or warranty period, as well as information on the price and conditions of purchase of the goods.



Rospotrebnazdor proposes to take the procedure for checking online stores for themselves.
