State Duma, along with IT-companies is preparing a bill on the "right to oblivion" for the second reading

On June 11, the State Duma Committee on Information Policy recommended in first reading the adoption of a bill on the “right to oblivion”, despite the protests of the developers of some search engines. Minor adjustments will be made to the second reading of the bill. It is assumed that they will take into account the comments of representatives of the Internet industry.

The project was submitted to the State Duma on May 29. Its essence is to allow users to request removal of links to inaccurate, outdated (more than three years) or “information that is distributed in violation of the law”. The exception will be information about the outstanding criminal record of citizens. Removing links in the pre-trial order for search engines will be voluntary; it will become an obligation only by a court decision, said Aleksey Kazakov, a member of the State Duma Committee on Information Policy.

The co-author of the project, Vadim Dengin, sees no reason for criticism from the search engines, since the draft law provides for the possibility of reaching an agreement with users by peaceful means.

The chairman of the information policy committee, Leonid Levin, agrees with the proposed initiative. He said that this practice has already been introduced in the European Union. The project will allow users to protect themselves from “cybernotes”, the deputy believes.

In the company Rambler & Co insist on the need to finalize the project. External communications director Matvey Alekseev told RBC that the holding does not understand why a citizen may demand that reliable information be deleted after three years have passed since it appeared. The company also believes that it is necessary to define the criteria for inaccurate information, which, according to the draft law, does not have a statute of limitations and can also be deleted at the request of the user.

Yandex believes that the bill violates the constitutional right of citizens to search, access and obtain information, creates the basis for numerous abuses and imposes functions of government agencies that are not inherent to them on search engines.
