The Ministry of Industry and Trade proposed to consider domestic microcircuits of Russian companies manufactured abroad

The Ministry of Industry and Trade has developed criteria by which chips will be recognized as products of domestic production. So, the manufacturer must be a tax resident of the Russian Federation. More than half of the company should belong to Russian owners. All circuit solutions must be developed by domestic experts. Development of specifications and software code should be carried out in Russia.

Chips developed and produced in the territory of the Russian Federation will be considered as “integrated circuits of domestic production of the first level”. If the chips were manufactured outside of Russia, they will be recognized as “second level” chips.

Sources "Kommersant" reported that the company "NIIME and Micron" insisted on the recognition of domestic chips only under the condition of manufacturing in Russia. But Sergey Khokhlov, Director of the Radioelectronic Industry Department of the Ministry of Industry and Trade, explained that in our country there is no technological possibility to manufacture certain types of microcircuits with a process technology of less than 65 nm. The company "T-Platforms" , for example, produces just such chips - with technical process of 32 nm and 28 nm. So you have to do it in other countries. Most often they are made in Southeast Asia. Taking this situation into account, the Ministry of Industry and Trade introduced the concept of “second-level” domestic microcircuits. Thus, such companies will also be considered as domestic manufacturers in public procurement of microelectronics.

NIIME and Micron has been developing 90 nm microcircuits since 2011. In addition, preparing to start production of 65 nm. The companies MCST and T-Platforms have recently demonstrated 28 nm chips. They are launching in Taiwan the production of multi-core processors "Elbrus" and "Baikal".

Last year, the volume of the microelectronics market in Russia was about $ 2.78 billion. The share of imported products in the market was 83%. President of the Microelectronics Industry Supporting Non-Profit Partnership Karina Abagian predicts that the Ministry of Industry and Trade’s measures to protect domestic manufacturers could lead to an increase in chip sales to 40-50 billion rubles a year.
