Ministry of Communications is looking for developers of the national mobile OS
In April 2015, the Ministry of Communications and Mass Media officially started searching for developers of the national mobile operating system. Currently, about 95% of the OS used in Russia is imported, Vedomosti reports. By 2020, the agency plans to reduce the percentage of imported products used to 75%, by 2025 - up to 50%. Now two participants have already submitted applications for the creation of a domestic mobile OS. These are the Research Institute SOKB and Jolla, a Finnish company.
As for the research institute SOKB, here the application was filed on behalf of a consortium from the research institute SOKB, OOO Samsung Electronics Rus Company, the Institute for System Programming of the Russian Academy of Sciences, the Institute for Information Security Problems of MSU. The basis for the development is considered the OS from Samsung - Tizen mobile operating system. Specified in the application cost of the project - 1.23 billion rubles. Of these, about 65% are invited to finance the state.
The second project is filed by one company, Jolla. As a basis for the project, the Finns offer their OS Sailfish. The cost of the project from Jolla is higher than the cost of the project of the research institute SOKB. Thus, the application of the Finnish company indicated 2.225 billion rubles, of which a part of 1.89 billion rubles is offered. to finance from the budget.
Igor Kalayda, Director General of the Research and Design Bureau, thinks that about 80% of the cost of creating a new OS is writing the core of the software platform. If we take the core of Tizen as a basis, it can be modified to meet Russian requirements. The requirements include the use of libraries with Russian encryption standards, as well as working with libraries that implement protection against unauthorized access. State funds will be allocated only for wages to developers. The total duration of work on the Russian OS will take about 4-5 years, although the first version will appear in a year. It is planned to create a national application store, mainly for government and corporate customers.

Now Sailfish OS is already running one domestic product - the YotaPhone smartphone.
At the same time, applications developed for Android OS can work on Sailfish. However, applications must be adapted for this OS, which can take at least 4-6 months. To work under Tizen applications will also have to adapt.
