IT companies and Internet ombudsman criticized the existing site blocking procedure

36 Russian IT-companies and hosting providers are concerned about the "lack of intelligible licensing of communication services" and the limited capacity to block websites. In this regard, they turned to Internet ombudsman Dmitry Marinichev. Among the companies that applied were IXcellerate , 101domain.ru , Agava , uCoz , Inoventica and some others.

The fact is that hosting is not subject to licensing. And the departments do not have a common opinion on how necessary it is.

“Companies take licenses according to the principle“ as if something happened ”. As a result, even small players are forced to hand over a project of a communication center and fulfill other requirements, ”says Sergey Kopylov, head of the legal department of the Coordination Center of the national Internet domain domain.

Hosting owners also complained that they do not have the authority to “take active steps in case of blocking Internet sites”.

“Now hosters do not have the right to block the entire client account. They can only remove the content that Roskomnadzor points to. At the same time, some hosters do not have the technical ability to do this, for example, if the client uses the “cloud”, ”explains Sergey Kopylov.

So, some hosters can only inform the offender about the need to remove illegal content.
According to estimates of Roskomnadzor, about 30% of providers do not have the ability to block arbitrary pages of the site, therefore they block the site completely.

UCoz managing partner Yevgeny Kurt believes that the existing blocking procedure does not justify itself and “gives room for excesses and even abuses”: “Because of one page with copyright content, the entire site and even tens of thousands of innocent resources can be blocked, they are located on the same IP, on the same server ”

“The current legislative framework is not perfect, you should refuse blocking websites by IP,” Internet Maritime Ombudsman Dmitry Marinichev believes. In the near future, he plans to discuss this with representatives of the Ministry of Communications and Mass Media, reports Kommersant.
