At a meeting in the Ministry of Communications, they abandoned the "tax on the Internet" and began to prepare a bill on a single registry.

The Ministry of Communications and Mass Media, the Ministry of Economic Development, right holders and major Internet companies held a meeting on Monday, June 1. On the agenda was the issue of creating a unified register of copyright holders of content posted on the Internet.

The meeting was attended by over 20 people. Among them were representatives of Yandex, Google, Sony Music Entertainment’s record label, Amediatek and Ivi online cinemas, MTS, MegaFon, VimpelCom, and Rostelecom, Microsoft, the National Federation of Music Industry, the Association “Internet Video”, the Internet Initiatives Development Foundation (IIDF), the Russian Association of Electronic Communications (RAEC), the Regional Public Center for Internet Technologies (ROCIT).

Creating a registry is an alternative to Mikhalkov's “Internet tax” . Deputy Minister of Communications and Mass Media Alexei Volin criticized his proposal. One of the arguments about the "tax on the Internet" is the high likelihood of exorbitant costs for operators. They are unlikely to pay back, even within 10 years. And 80% of online cinemas, according to Volin, will generally close.

To get into a single register, the copyright holder must submit an application and pass the test. After registering the copyright holder in the catalog, he will be able to indicate the conditions for the use of content by third parties in the same place. The copyright holder can also publish a license agreement on the catalog page, which allows those who wish to obtain a license to use the content.

Until the meeting participants decided whether the register should be state owned. But it is certain that he, in their opinion, should be voluntary.

Three schemes of payment for content were proposed. In accordance with the first scheme, the user transfers funds directly through a special form in the “digital catalog” of the right holder. It is also possible to transfer funds through an intermediary Internet site. And the third scheme allows the right holder to choose the “organization for collective management of rights” and receive deductions through it.

It is assumed that the copyright holder will be able to block pirated copies of registered content without a trial.
The organization that will handle the maintenance of a single registry has not yet been selected. This could be “an authorized organization with 100% state participation” or “an accredited collective rights management organization for this purpose”. Among the candidates are the Ministry of Culture, the Ministry of Communications and Roskomnadzor.

The Ministry of Communications and Mass Media believes that the right holders themselves should be engaged in financing the registry. The right holders, in turn, believe that it is the duty of the state.

Director General of the Association “Internet video” Alexey Birdin told RBC that at the meeting they decided to finalize the idea, divided into several working groups. Minutes of the meeting and the results of the groups will be the basis for the bill. How long the work will go is not yet known.
