Ministry of Communications is concerned about anonymous internet in network cafes

Nikolay Nikiforov noted that some fast food chains provide Internet access without identification, which became mandatory in 2014. The Ministry of Communications is planning to introduce administrative liability for this violation.

Adopted in 2014, changes to the Federal Law “On Communications” expanded the ability to identify subscribers, including users of public Wi-Fi networks. The operator can use for identification not only a passport, but also a mobile phone number or the Unified Identification and Authentication System (ESIA).

Despite this, not all public Wi-Fi network access points fulfill the requirements of the law. Nikolay Nikiforov noted that the visitors of the largest fast-food chain in Russia still use the Internet without registration. TASS, citing a source present at the commission, writes that it was about McDonalds.

According to the minister, Wi-Fi in the metro is an example of successful work on identifying users - 4.5 million people are registered in the database, and the growth in the number of users has not decreased since the introduction of mandatory registration.

According to RBC , the Ministry of Communications and Mass Media proposes to introduce a fine for anonymous networks.
