“On Personal Data” will be discussed. It was expected that the amendments to it will enter into force on September 1, 2015. However, business ombudsman Boris Titov will come up with a proposal to postpone the entry into force of the new amendments to the law,
according to Vedomosti.
Earlier, on May 13, the Internet ombudsman Dmitry Marinichev spoke at the
Big Media Communication Forum in Moscow with the same proposal.
Marinichev believes that there is no point in issuing new amendments without previously prepared bylaws and documents. They are necessary for a clear description and understanding of the mechanism of storage of personal data in Russia. The Internet Ombudsman is not sure that such documents will appear in the near future. Without them, foreign companies will not be able to prepare for the transfer of data to Russia. In any case, before September 1, they will not have time to transfer the data, even if the documents are ready at the appointed time.
The opposite position is occupied by LDPR deputy Vadim Dengin - co-author of the bill. He argues that there are companies that can transfer data for three months. “This bill is a security issue, and if we postpone it, we infringe the rights of our citizens,

According to representatives of the Ministry of Communications and Mass Media, the development of by-laws has been completed. Now they are in coordination. They will be handed over to the government in due time - June 1, 2015.
The President of the Russian Federation signed the new version of the law “On Personal Data” on December 31, 2014. The ban on the storage of personal data of Russians on foreign servers was added to it. It was planned that the amendments will enter into force on September 1, 2016. However, the State Duma, under pressure from the Information Policy Committee, changed the date to September 1, 2015.
