The ISS (Media Communication Union, in the founders: CTC Media, Rostelecom, MTS, Megafon, VimpelCom, Gazprom-Media), represented by the head of Sergei Petrov, opposed the promoted LBI ("Safe League Internet ”)
initiatives to create a“ clean Internet ”. This is

In a letter from Mr. Petrov to Roskomnadzor head Alexander Zharov, in particular, it is noted that real-time semantic filtering algorithms (including Deep Packet Inspection techniques) can only be applied to text content, excluding video and graphics. In addition, there are no hardware and software systems that allow you to filter and analyze encrypted traffic, which makes up from 25% to 40% of all traffic on the network.
According to representatives of the ISS, the implementation of the proposed LBI concept will lead to an increase in costs for operators, an increase in the cost of Internet access and a decrease in investment in the development of networks. In turn, this will entail “withdrawing small operators from the market that are unable to implement expensive equipment on their networks”, as well as “slowing down the process of eliminating digital inequality in Russia” (the latter is the Rostelecom project to connect remote communities).
The main position of the Media Communication Union is that not only communication providers, but also the organizers of its “distribution” should be responsible for the information being distributed, which in the current interpretation means media on the Internet sites, social networks and individual bloggers with more than 3,000 unique visitors to day.

Irina Levova, director of strategic projects of the Internet Research Institute, believes that the idea offered by the ISS to impose liability on Internet resources is incorrect: “In fact, they can simply be blocked for violating the law or fined, which is much easier and faster under current laws of the Russian Federation than deprive the operator’s license. ”
