Discussion of the bill on the introduction of a global license on the site
regulation.gov.ru was supposed to end on the night of April 24-25. However, on April 20, representatives
of Roskomsvoboda found that the discussion page was attacked by bots. Previously, there were mostly negative reviews. But, starting from April 20 until the end of the discussion, the site received the overwhelming majority of positive reviews. The results of the discussion may be invalid.
The bill is based on the
concept of the Russian Union of Rights Holders (RSP). It is proposed to introduce a tax on the use and distribution of copyright content. According to the concept, users will have to pay it in addition to the subscription fee for the Internet. Work on traffic tracking and data collection was planned to impose on Internet service providers.
After it became known about the incident, the site administrators deleted about 3000 reviews. Later the
page itself disappeared. However, a
new one was created instead. But even there in large quantities began to appear positive reviews from bots. On Friday evening, their number reached 5,000.

Anyone could register on the site. For this you could use your email address or account on social networks. Also required name and place of residence. It turns out that no protection against bots was provided.
The head of the Roskomsvoboda project, Artyom Kozlyuk,
believes that the current situation is beneficial for the RSP and the Ministry of Culture.
