LBI will test the pre-filtering of the Internet for millions of Russians

Elena Mizulina, chairman of the State Duma Committee on Family, Women and Children, and Denis Davydov, head of the Safe Internet League, at a meeting with Roskomnadzor, decided to test a proposal to filter the Internet on millions of Russians. It was decided to postpone the work on the relevant bill until the test results.

“We reported on a pilot project of filtering the Internet in Kostroma. We were told that it covers only 75,000 subscribers. It is important to check the quality of filtering under heavy loads and understand what the response time will be, whether the system hangs or not, how well it will work, ”says Davydov.

According to the meeting protocol, testing is proposed to be carried out at the ISS site. The non-profit partnership Media Communication Union (MKS) includes telecom operators and media companies: MTS, VimpelCom, MegaFon, Rostelecom.

“We know that there is a proposal to discuss the project of the“ Safe Internet League ”at the Union site, but so far no specific proposals have been received,” said ISS President Sergei Petrov.

The idea of ​​"clean Internet" is to create a "white list" of trusted sites. And for the rest of the Internet to develop a "smart filter" that determines the admissibility of the display of any content.

As a result of negotiations between LBI and telecom operators, a decision will be made on whether to install the default filter. Representatives of MegaFon believe that this issue should be considered from the point of view of observing the constitutional rights of citizens to freedom of access to information.

About two weeks ago, “Megamind” wrote that the LBI was re-preparing to introduce a draft pre-filtering bill. It was assumed that this issue will be discussed in more detail at the Safe Internet Forum in mid-May.
