The Public Chamber has proposed a single catalog of licensed content instead of "Internet tax"

An alternative option "tax on the Internet." Instead of the idea of ​​the Russian Union of copyright holders (RSP) on collecting monthly deductions, the Public Chamber of the Russian Federation proposes to create a single catalog of copyright holders. Representatives of the Public Chamber, along with copyright holders, telecom operators, Internet companies and lawyers, presented a new proposal in the “Concept of copyright in the digital environment”. In the near future it will be published on the website of the Public Chamber.

According to the representative of the House of Lydia Mikheeva, the discussion of the concept in a wider range is scheduled for April 20.

The essence of the proposal is that the right holders are registered in a single directory. Their content will be tested. The catalog should indicate who owns the rights to this or that content, as well as the conditions of its use.

Regular collection of funds from all users for the distribution of content is not expected. The funds should be listed only by users using the content of one or another copyright holder. It was suggested several options for transferring funds to the copyright holder's account:

• directly, through the form in the “digital catalog”,
• through an intermediary Internet site,
• through a special “collective management organization”.

It is assumed that the rights holders registered in the catalog will be able to demand blocking of illegal copies of their content without trial.

Most likely, the Ministry of Culture, the Ministry of Communications, Roskomnadzor, or another authorized organization will most likely take on the creation of such a catalog.

“Megamind” already wrote that the draft law on the author’s collection was last discussed in March of this year. Then the public chamber did not support him.

The idea of ​​a global license was proposed in the fall of 2014. Its essence is that Internet operators should have included royalties in the size of the subscription fee. The amount that each Internet user had to pay was estimated at about 25-30 rubles a month. And then the RSP proposal also did not find a response.

More recently, Nikita Mikhalkov proposed to publicly discuss the issue of copyright fees with representatives of the IT sector:
“It is necessary to publicly, calmly, putting all the cards on the table, together with the Internet community to draw a joint scheme. There are tasks on the way to the project implementation that we cannot solve without industry expertise, because these are purely technical processes and professionals understand them better than we do. ”

According to RBC, the director of the Russian Association of Electronic Communications (RAEC), Sergey Plugotarenko, argues that the proposal of the Public Chamber largely coincides with the opinion of RAEC on this issue. “A preliminary analysis allows us to note that the concept contains very progressive moments,” he added.
