Rostelecom uses the project financing mechanism to receive 60 billion rubles, which the company needs for building data centers, upgrading backbone data transmission, and building optical networks. This was announced in
an interview with Interfax by the president of the company Sergey Kalugin.
The total amount of applications from Rostelecom for participation in the financing mechanism is more than $ 1.17 billion at the rate of April 11. The company's president says that soft loans are needed for projects that are important not only for Rostelecom, but also for the Russian economy as a whole. Data centers will be built for the company's own needs and for third-party clients.
Rostelecom has previously applied for concessional loans through the project financing mechanism for the construction of the Sakhalin-Magadan-Kamchatka fiber-optic communication line. Construction will begin in the second quarter of 2015, the project is estimated at 3 billion rubles.
In November 2014, Sergey Kalugin spoke about the company's plans to invest 40 billion rubles in the construction of data centers, since the demand for centers is growing, and the capacities of the existing data centers of the company are coming to an end.

One of the company's future projects could be the joint construction of a data center for 8,000 server racks based on Kalinin NPP with Rosenergoatom,
reports Vedomosti . This is slightly less than a third of the entire market of commercial data centers in Russia.
The project finance mechanism is a way for the government to support organizations in the real sector of the economy. The mechanism limits the loan rate not higher than the Central Bank of the Russian Federation + 1%, establishes the procedure for granting state guarantees for loans.
