Unsuccessful innovation on pages with anchors in 9.5

In my opinion, one of the biggest blunders among the changes in version 9.5, in comparison with the nine, was made in the field of work with anchors. If earlier it was possible to walk back and forth through the story quietly and the pages returned to the position of the scroll, which was before leaving it, now this is not so. Now, if you return to the page that contains the anchor in the address, it will scroll to the position of this anchor, regardless of the position of the scroll when leaving it.
Is there any way to somehow return the behavior of previous versions?

Ideally, I would like to change the reaction to the anchor even more, I really do not like it when I read the underloaded page, and at this moment the Opera loads it up to the end and scrolls to the anchor. It seems to me that if the user scrolled the page at least a little while loading - this is already an excuse not to walk along the anchor.
