interview with the Lenta.ru publication. “We don’t want to take anything away from anyone, but only offer a model that is more democratic than the one that is currently operating in the market. We want to understand how this can be better implemented. And, of course, we are happy to accept offers of Internet companies to cooperate in this matter, ”said the director.
“It is necessary to publicly, calmly, putting all the cards on the table, together with the Internet community to draw a joint scheme. There are tasks on the way to project implementation that we cannot solve without industry expertise, because these are purely technical processes and professionals understand them better than we do, ”explains Mikhalkov.
Very soon, in less than a month, the new edition of the anti-piracy law will come into force. In this regard, Alexey Birdin, director of the Internet Video Association, expressed his opinion on the global license: “Let's use the new legislative tool, let's jointly destroy this thief system, and leave utopian ideas like the global license for a glass of tea. The idea of ​​a global license was proposed in the fall of 2014. Its essence is that Internet operators should have included royalties in the size of the subscription fee. The amount that each Internet user had to pay was estimated at about 25-30 rubles a month. And then the RSP proposal also did not find a response.
The proposal was opposed by the Ministry of Economic Development, the Ministry of Communications and Mass Media, the Ministry of Justice, the Main Control Department of the Presidential Administration, as well as the communication operators themselves, IT companies and even some rightholders.
“Copyright legislation has changed too often lately, market participants do not have time to adapt to this. For example, starting from May of this year, the law on blocking pirated websites will be applied to not only movies and TV shows, but also all types of content. We need to see how this law will work before adopting new ones, ”explains the position of Lydia Mikheeva, a member of the Public Chamber.
