Ministry of Communications completes work on the plan for import substitution software

According to Vedomosti, the Ministry of Communications and Mass Media of the Russian Federation has completed work on a software import substitution program. Nikolai Nikiforov, Minister of Communications and Mass Communications, proposed a sectoral plan, consisting of three blocks, which included relevant activities, implementation stages and deadlines.

The first block includes preferences on public procurement for Russian software. Most of all, this will affect the corporate software market: business applications, software for protection against cyber attacks and antiviruses. Today, the share of imports in this category of software is 60%. According to the plan, by 2015 it should be reduced to 40%.

This issue has already been discussed on March 27th. In accordance with the remarks that were then made by other departments, the Ministry of Communications and Mass Media should finalize the draft on preferences before May 15 and submit it to the government. And before July 1, this issue is planned to be finally resolved.

The second block includes support for collective software development in those market segments where Russian software is not widespread and is not competitive. These are, first of all, operating systems (95% are imported), database management systems (86% are imported), office software (97% are imported) and cloud solutions (93% are imported). By 2025, the share of imports in all these areas is planned to be reduced to 50%.

Together with Russian IT companies, the Ministry of Communications and Mass Media will work on a project to create an autonomous non-profit organization to support collaborative software development. The project is planned to submit to the government before June 1. Software must be developed before 2025.

Nikiforov proposes to develop such software together with other countries. First of all, I mean the BRICS countries (Brazil, Russia, India, China, South Africa):

“There are a lot of such examples in the world. Based on the results of the study with the industry, we will consider the issue of creating a non-profit organization for the development of such collective software development and options for state co-financing of its activities, in particular, subsidizing the costs of the developers' wage fund. ”

The third block contains a plan to support domestic manufacturers of software for the industrial and financial sector, for construction and transport, for health care and the fuel and energy complex. To this end, it is planned to attract investments from the Rosinfokominvest fund and some others.

However, a reduction in imports to 50% in the second and third categories of software will be possible only with “coordination and financial support for import substitution projects,” warns the Ministry of Communications. Such provision is planned to be coordinated in special project passports. The Ministry of Communications is planning to develop passports by July 1.
