The Ministry of Communications and Mass Media does not consider illegal the participation of Russian IT companies with foreign founders in import substitution

According to the newspaper Izvestia, the Ministry of Communications and Mass Media does not consider that participation in public procurement of software developers with foreign founders is illegal. The opposite was assumed by State Duma Deputy Ilya Kostunov. It all started when he found traces of foreign companies in contracts for the development of two products for Post of Russia.



The contract for the development of e-mail for communication between Russians and government agencies was signed with OOO Epam Systems, which is owned by Cypriot and American owners, and the contract for the development of the service of registered letters was withdrawn by LLC Luxoft Professional, which is owned by Cypriot and British companies. The amount of contracts is 18.3 million rubles and 18.8 million rubles, respectively.



Kostunov reacted to this with suspicion. “The control of foreign founders outweighs the positive experience of previous cooperation. I am sure that there are dozens of companies of purely Russian origin in Russia who would have done work for this amount, ”he said.

Nikolai Nikiforov, Minister of Communications and Mass Media, replied that Epam and Luxoft had a positive reputation on the Russian market, and from the point of view of the law there could be no complaints about them either. Moreover, the companies are registered in Russia as legal entities and are included in the list of organizations accredited by the ministry.



Representatives of the "Mail of Russia" assured that the development passed all the necessary checks and there is no reason to fear that data leakage will occur.



Recall that a month ago, the Ministry of Communications and Mass Media proposed a project on the prohibition of government procurement of foreign software without special need. If such a need arises, then, according to the draft, it must be clearly justified.



In addition, on March 24, Vedomosti reported that in 2015 it is planned to allocate grants from the anti-crisis fund to domestic IT companies operating in the field of import substitution. The budget of grants for 2015 will be 3 billion rubles.
