The Ministry of Communications and Mass Media is planning to create a secure telecommunications network for state bodies, as
reported by Vedomosti, citing the government website
regulation.gov.ru . To this end, the Law "On Communications" is going to make the appropriate amendments. This issue is becoming even more relevant against the backdrop of a tense international situation and as a result of the intensification of cyber attacks recently.
According to the protocol of the Security Council of October 1, 2014, the President of the Russian Federation noted that it is necessary to “qualitatively increase the security of domestic communication networks and information resources, primarily those used by state structures”
Sources familiar with the process, previously explained to "Vedomosti" that "Rostelecom", being a semi-state structure, had to separate the civilian network from the special communication network. And after that, in 2014-2016, its privatization was planned. Both networks had to be serviced separately, while remaining Rostelecom customers.

However, the security services and the Ministry of Defense opposed, considering such a decision unreliable. After all, it is not known what hands a company can fall into after its full privatization. Therefore, the military department came up with a proposal to create its own “special communication network”, independent of Rostelecom or any private companies.
But due to the current economic situation, budget expenditures tend to decrease. And now the state can hardly allocate money for such a large-scale project. According to experts, its implementation will require 150 billion rubles and several years of work.
According to the Minister of Communications Nikolai Nikiforov, the problem of privatization of Rostelecom will be solved only after there is a solution to the problem of organizing a secure network for special services.
