Such a move by a company may indicate a serious change in a company's policy. For a long time, Uber maintained the view that drivers working under Uber X and Uberpop programs do not need licenses. Such drivers usually worked with their cars, unlike the company's partners in the Uber program (or Uber Black), where all drivers had the appropriate licenses, and were associated with traditional taxi companies.
