According to RBC, the Ministry of Finance of the Russian Federation has launched a legislative initiative on the pre-trial blocking of web resources with gambling and a lottery. At the moment, such blocking can be carried out only by a court decision.
March 25 on the site regulation.gov.ru was published the text of the bill. It is planned that the law will come into force in the third quarter of 2015. The Ministry of Finance proposes to supplement the Russian register of banned sites, which was formed in accordance with the decision of the Government of the Russian Federation No. 1101 of October 26, 2012.
Starting in 2012, all sites that contain information about the distribution of drugs, calls for suicide, child pornography and other similar materials are blocked. Gambling in this list yet.

Also, the Ministry of Finance proposed to include in the list of agencies responsible for the registry, the Federal Tax Service in addition to Roskomnadzor, the Federal Drug Control Service and the CPS.
The basis for such an addition is FZ-244 “On state regulation of the organization and conduct of gambling” and FZ-138 “On lotteries” on the prohibition of gambling and lotteries on the Internet.
According to the procedure , the owner or hosting provider of the resource that entered the registry receives an order from the controlling authority to remove prohibited content within three days. After deleting the information, the site is excluded from the registry; otherwise, telecom operators are obliged to restrict user access to this resource.
Since the registry was created, Roskomnadzor has managed to block about 6,500 sites with prohibited content.
While online gambling resources are blocked only by court order.
