Who is a blogger?

The owner of the site or pages of the site on the Internet, on which is placed publicly available information and access to which during the day is more than three thousand users of the Internet

Important: It does not matter which page, your business card, blog, VKontakte page, twitter, YouTube channel, or something else, any site with an audience of more than 3000 per day and which can be called “personal” can be attributed to the operation of this law.

What does getting into the registry?

Ironically, you will not be blocked, your duties:

Entering the registry will oblige blog owners to verify the accuracy of the information posted, follow the rules of election campaigning, do not disseminate information about the private life of citizens, do not distribute extremist materials, and indicate the age limit for users.

Simply put:
1) At the entrance to the site you must have a notice - the site is intended for an audience of 21+
2) If you are going to publish: privacy information, prohibited materials, extremist or deliberately false (WHAT ?!), then you can do this by referring to another resource - on a darknet to choose from Tor / I2P or even MAGNET if it is just download files

In more detail what is forbidden

1. The owner of the site or pages of the site on the Internet, which host publicly available information and access to which during the day is more than three thousand Internet users (hereinafter referred to as the blogger) when posting and using this information, including posting such information on a given website or website page by other users of the Internet, is obliged to ensure compliance with the legislation of the Russian Federation, in particular:
1) not to allow the use of a website or a website page on the Internet for the purpose of committing criminal offenses, for disclosing information constituting a state secret or other secret protected by law for disseminating materials containing public calls for terrorist activities or publicly justifying terrorism, other extremist materials, as well as materials promoting pornography, the cult of violence and cruelty, and materials containing foul language;
2) check the accuracy of the publicly available information prior to its placement and immediately remove the false information placed;
3) to prevent the dissemination of information about the private life of a citizen in violation of civil law;
4) comply with the prohibitions and restrictions provided for by the legislation of the Russian Federation on referendum and the legislation of the Russian Federation on elections;
5) comply with the requirements of the legislation of the Russian Federation governing the procedure for the dissemination of mass information;
6) to respect the rights and legitimate interests of citizens and organizations, including the honor, dignity and business reputation of citizens, the business reputation of organizations.
2. When posting information on a website or a website page on the Internet, it is not allowed:
1) use of the site or page of the site on the Internet for the purpose of concealing or falsifying socially significant information, disseminating deliberately false information under the guise of reliable messages;
2) dissemination of information in order to discredit a citizen or certain categories of citizens on the basis of gender, age, racial or national identity, language, attitude to religion, profession, place of residence and work, as well as in connection with their political beliefs.

How will determine the attendance?

In short: The state sends a request to the service / hoster to provide data about YOU and your attendance, you receive a letter of happiness that you are a happy blogger and it’s time to write your name on your blog.

In detail

In the case of discovery in information and telecommunication networks, including the Internet, sites or pages of sites that host public information and access to which during the day is more than three thousand Internet users, including consideration of relevant appeals of citizens or organizations, the federal executive body that performs the functions of control and supervision in the field of mass media, mass communications, information technology and communications:

1) includes the specified website or website page on the Internet in the register of sites or pages of websites on the Internet, on which publicly available information is placed and access to which during the day is more than three thousand Internet users;

2) determine the hosting provider or other person providing the placement of the site or page of the site on the Internet;

3) sends a notification in electronic form in Russian and English languages to the hosting provider or the person specified in clause 2 of this part about the need to provide data to identify the blogger;

4) fixes the date and time of sending the notification to the hosting provider or the person specified in clause 2 of this part in the corresponding information system.

10. Within three business days of receipt of the notification specified in clause 3 of part 9 of this article, the hosting provider or the person specified in clause 2 of part 9 of this article are required to provide data to identify the blogger.

11. After receiving the data specified in clause 3 of part 9 of this article, the federal executive body that performs the functions of control and supervision in the field of mass media, mass communications, information technology and communications, sends a notice to the blogger about the inclusion of his site or page of the site to the register of sites or pages of sites on the Internet, on which publicly available information is placed and access to which during the day amounts to more than three thousand Internet users, indicating the requirements Nij Russian legislation applicable to such a site or page of the site in the "Internet".

How to leave / not get into the registry?

1) Have attendance below 3,000 for three months
2) Translate your site to a darknet by redirecting all traffic there, leaving only instructions on the main page
3) By blocking access from Russian IP addresses to the site by hanging a stub with paths

What really will be the consequences?

Good

- A new lever of pressure has appeared on bloggers who spread false information that undermines the foundations of the ~~Soviet Union of the~~ Russian Federation

The bad

1) Small business will get worse than it was
