Rospotrebnadzor wants to ban sites independently

The current system of blocking "dangerous" sites in Runet does not work very effectively, according to the Federal Service for Supervision of Consumer Rights and Human Welfare (Rospotrebnadzor). For example, after November 1, 2012, 2038 resources were blocked, containing information about methods of suicide or calls to commit suicide. But the situation with malicious content on the Internet "is not substantially changed," admits Rospotrebnadzor.

The Office responds to the appeals of citizens and can block the site only after such treatment. But it is possible to increase the efficiency of work, if the authorized bodies are able to independently supervise the distribution of harmful information on the Internet - to identify it and make decisions about prohibiting access to it.

“The appeals of citizens and their associations received by the Rospotrebnadzor, as well as the analysis carried out by experts in this field, indicate the need to continue to improve the legal framework for the prevention of suicide, as well as to take a more principled position on combating this phenomenon,” the report of the Rospotrebnadzor said. .

The existing system involves only work on appeals of citizens coming through the Internet portal (http://zapret-info.gov.ru/feedback/). Thus, the responsibility for the presence of suicidal websites on the Internet rests solely with civil society, which is absolutely unacceptable from the point of view of the goals and objectives of the state, implemented by public authorities - the protection of citizens' rights, including the life and health. In this regard, it is necessary to make changes to the existing legal acts, and to allow the authorized bodies to carry out full-fledged supervision - to independently identify prohibited information, to make decisions about the prohibition of access to it.

The need for such measures is obvious, moreover, some court decisions suggest that the judicial community considers it is the supervisory executive authorities that are responsible for disseminating information about suicide to the network, which must independently identify and block such information.

Impunity and irresponsibility of distributors of prohibited information indicates the need not only to block malicious content, but also the possibility of applying administrative liability measures, including administrative suspension of activities through the courts. ”
