IBM's general transformation plan even got its own name - Liquid. This plan is aimed, first of all, at making the organization more flexible, hence the name is. But it is understandable that many, including European politicians, are against the plan, which provides for such reductions in personnel.
It is possible that the reductions will not be carried out simultaneously, and the reduction of the staff will be carried out slowly over a long time.
Liquid's plan is aimed not only at making the company more flexible (and with a staff of half a million people this is not always possible), but at the same time to increase the economic efficiency of work.
