The best news is bad news?

“For most folks, no news is good news; good news is not news

This phrase is not a dozen years. It is enough to turn on the TV, radio, open the news site to make sure of it.

But is the emphasis on the negative unconditional? Let's analyze this in my opinion unobvious example.

In October, a test final exam was held in Czech schools (similar to the Russian State Exam) for high school students. In testing, over 95 thousand students participated in 1225 schools.

Here are two possible news headlines telling about the results:

1. Every third graduate student is not able to pass exams.

2. Two-thirds of graduates passed the exams without preparation a year before leaving school.
