IBM is changing the format of cooperation with China

According to the newspaper Kommersant, at the Beijing Development Forum, IBM CEO Virginia Romette said that the company will share technologies with Chinese IT companies and will contribute to their development. In her opinion, the Chinese IT market is one of the most promising in the world.

As noted by Reuters, agreeing to the proposal of IBM, Chinese companies will be able to produce any high-tech products - from processors to servers with the appropriate software.

IBM's relationship with China has been going on for years. For example, back in 2005, IBM sold Lenovo its personal computer manufacturing division. In August last year, the Chinese company Inspur top.rbc.ru/economics/24/08/2014/944643.shtml used IBM's help in creating their own servers.

But since 2015, a law on terrorism has entered into force in China, which obliges foreign IT companies cooperating with China to provide algorithms for circumventing the mechanisms of protection and encryption and the ability to gain access to personal data of users.

A law was also passed , according to which foreign software developers must provide the source code of their products. Only under this condition will Chinese financial institutions be able to purchase this software.

These measures are aimed at implementing the strategy of import substitution in China.

In connection with the tightening of the “rules of the game,” American IT developers found it more profitable to form alliances with Chinese companies, rather than simply using them as a production base or sales channel.

So, last week IBM signed an agreement with the Chinese company Suzhou PowerCore Technology Co on licensing the design of IBM processors with the Power architecture. The new processor, called the CP1, will be part of the Chinese manufacturer Zoom Netcom. The details of the agreement are not yet known.
