The new version of the “anti-piracy law” will come into force on May 1, 2015. As
reported by RIA Novosti, the new amendments will make it possible to permanently block Internet resources that systematically violate copyrights. The decision to finalize the law was made taking into account the positive results of the work of its previous wording over the past year: the number of users legally purchasing video content doubled.
In the near future in Russia will create a special "registry of rights", which will include information about the owners of content. This will use the technology of digital print from the author's works, allowing to exclude the possibility of illegal dissemination of information on the Internet.
“The fingerprint is just a mapping that allows you to pass on the possibility of search even though the possibility of illegal distribution is ruled out,” explains Deputy Minister of Communications and Mass Media Alexei Volin.

The first edition of the “anti-piracy law” entered into force on August 1, 2013. Then prohibitive measures meant blocking sites with illegal video content.
These measures have significantly
increased the online sales of TV shows and video content in general. The number of users who pay for video content during 2014 increased from 6 million to 12 million people, according to Volin.
However, according to sociological research, the Russians as a whole are not yet ready to pay for entertainment content. This explains the unsuccessful attempt to launch music streaming services in Russia.
Therefore, the new amendments made to the law are aimed at changing this situation. The need for such changes should be understood by the users themselves, but this is especially relevant for the producers of paid content. Volin pointed out that “these registries must be voluntary” and “all the industry must be interested” in them.
“Just yesterday, we held a meeting in the ministry. We can say that the first player in the market will appear in the near future. The registry has refined MUZ.RU (legal digital portal), and they will soon release it for all market participants so that they can work with this, ”Volin said.
