The Institute for Internet Development was established by RAEC, FRIA, the Media Communication Union, the Regional Public Center for Internet Technology and the founder of LiveInternet, German Klimenko.
The first initiative of the Institute was preferences for Russian software manufacturers. The list of proposals for amendments includes criteria for classifying software as “domestic”: the rights to 50% should belong to a Russian commercial organization, a citizen of a country or a subject of Russia. Copies must be sold freely and not contain state secrets.
At the end of last year, Dmitry Medvedev instructed the Ministry of Communications and Mass Media, the Ministry of Industry and Trade, the Ministry of Economic Development, the Federal Antimonopoly Service and Rospatent to create proposals on preferences in public procurement for domestic software. In February, the Ministry of Communications and Mass Media published a draft government resolution on import substitution in the field of software for public discussion.
