Public Chamber against the "anti-piracy collection"

The Vedomosti newspaper announces a negative opinion of the Public Chamber of the Russian Federation following the results of the February hearings on the draft law on the introduction of the “author’s fee” on the Internet.

The Chamber did not support the idea of ​​the “Russian Union of Rightholders” (RSP), which in the fall of 2014 supported the introduction of an additional fee from telecom operators, thus called upon to license the content downloaded by the user.

Earlier, the largest mobile operators opposed the draft law on “collecting from the Internet”, and Internet companies stationed in Russia wrote a collective letter to President Vladimir Putin. FAS and the Ministry of Communications and Mass Media are also opposed to the RSP proposal.

Following the results of the hearings, the Public Chamber will recommend to the State Duma of the Russian Federation to postpone consideration of any amendments to the laws governing copyrights until the end of the year.

Vedomosti cites the words of a member of the Public Chamber, Lydia Mikheeva, that “copyright has changed too often lately, and market participants do not have time to adapt to this.” As an example, there is a change in the regulation of blocking pirated sites, which will take effect in May of this year: now not only films and series will fall under the category of "pirated", but in general all types of content that raise doubts or claims of rights holders.

The conclusion of the Public Chamber also states that the proposed RSP mechanism does not solve the problem of piracy, in addition to imposing unnecessary services on users. Recall: RSP proposed to implement the tools of packet filtering ( Deep Packet Inspection ) in order to "know for sure" which operators and from which users receive such "pirated" traffic.
