The head of Roskomnadzor doubts the advisability of blocking anonymizers

According to RBC, Alexander Zharov, the head of Roskomnadzor, spoke out against banning resources that allow anonymous visits to Internet sites. “Is it possible to block anonymizers? Yes. Is it effective? No, ”he said in an interview on the Russia 24 channel.

Zharov explains his position by saying that “few percent” of users use resources such as VPN, anonymizers, and the Tor network. Nevertheless, Roskomnadzor will continue to search for a solution to the problem and hopes to find "some solutions that will protect citizens from illegal content," he said.

Over the past 3 years, the global share of encrypted traffic has increased 3 times (from 4% to 12%). And in China, Syria, Iran and Thailand, all anonymous traffic is blocked.

Since the register of prohibited sites began to work in Russia, 165,000 requests to block resources with illegal content were submitted to Roskomnadzor. On charges of extremism, 4.3 thousand sites hit the registry, but most of them turned out to be copies of 300 basic resources that the Prosecutor General's Office drew attention to.

In the end of February , Leonid Levin, the head of the State Duma Committee on Information Policy, made a proposal on the pre-trial blocking of anonymizers and the Tor network in late February:

"Perhaps, this would not only allow restricting access to prohibited information to be disseminated via anonymous networks, but also expanding the possibilities for countering the commercial distribution of malicious programs and illegal access to computer information."

Anonymizer programs allow anonymous access to resources that Roskomnadzor sets limits on. And the Tor network provides a proxy mechanism that allows you to establish a connection anonymously and protect against eavesdropping.

While Russia is still debating on this topic, in Belarus, measures on the pre-trial blocking of anonymizers and the Tor network have given the green light.
