Ombudsman Dmitry Marinichev proposes to allow the storage of personal data of residents of Russia, if the user himself agrees to it,
reports "Izvestia" . This proposal concerns the draft law on personal data of Russians, which was put forward by a group of senators in January last year. Now the bill began to be discussed again.
According to the plan, in September 2015, Law 242-FZ “On Amendments to Certain Legislative Acts of the Russian Federation Regarding the Clarification of the Procedure for Processing Personal Data in Information and Telecommunication Networks” should come into force, according to which all personal data of Russians should be stored exclusively in the territory Russia.
Marinichev proposes to allow the storage of data of Russian users in the territory of any state that has ratified the Council of Europe Convention on the Protection of Individuals with regard to Automatic Processing of Personal Data. At the moment, the document has been ratified by 46 countries, including Russia, the UK, France, Germany and Italy with Spain.

Marinichev sent his proposal in a letter to Vladimir Putin.
Previously, some domestic and foreign IT companies expressed concern about the introduction of the law on personal data. For example, airlines are asking the government to postpone adoption of the law, noting that otherwise the consequences can be unpredictable - for example, airlines simply
have to stop passenger traffic and suspend the sale of air tickets .
