Currently, more than 16% of imported software can be replaced by Russian counterparts. The Ministry of Communications and Mass Media is confident that due to the current situation on the world market, it is advisable to gradually reduce software imports to Russia. It is also known that more than 40% of IT services purchased abroad can be provided using Russian software or free open source software. The Ministry of Communications and Mass Media considers it necessary to protect the domestic software market and support domestic manufacturers.
It is supposed to start introducing domestic software, first of all, into state and municipal institutions. And for the purchase of imported software, they will have to prove such a need for special tender documentation. The relevant government decree will come into force on July 1, 2015. To confirm the Russian origin of software, development should be checked and entered into a special registry.
Earlier, the Ministry of Communications made a proposal to create a special fund to support Russian IT developers. Two sources of fund replenishment were considered: at the expense of targeted collection of software sales and at the expense of the abolition of VAT exemptions for licensed programs. However, representatives of the financial and economic bloc did not support this proposal, citing the great difficulties of its implementation.
The Ministry of Economic Development and Trade also opposed the proposal to support domestic software vendors, believing that they are already quite competitive with foreign developers.

Opponents have two main arguments:
• there are very few Russian products that may be in the registry
• a decrease in the share of imported products on the Russian market will reduce competition for domestic products and lead to an increase in their value.
According to the Ministry of Communications and Mass Media, the share of domestic software in the Russian market is about 25%. True, the overwhelming majority are products of Kaspersky Lab and 1C. But in 2013, it was 10% less.
Therefore, despite the opinion of opponents, there is hope that the proposal will be successfully implemented.
