C4C4: Will Vista save us all, or did Microsoft patch up another loophole?

I think not everyone knows about this bug in the line of Windows NT. Namely, the C4C4 code, which briefly hangs the system (open the HEX editor, enter the code B8 13 00 CD 10 C4 C4 00 and save as * .com).
In general, such a batch file can be fatal. Under XP, it worked for me (however, under Windows 2000 too).

rundll32 keyboard, disable
rundll32 mouse, disable
: SysKill
c4c4.com
goto: SysKill

But as soon as I created this batch file, I immediately cursed KIS 2009.

And on the first command to disable the input device I get an error
But here the last hope is already melting and I try to launch the application itself, the code of which I have already given a little higher. A standard console window appears.

But it was not there
I gladly click "Skip". This message pops up again. Okay, so be it, again we miss.

Literally "suicide note", the last but one message

The final. crashes 16-bit MS-DOS subsystem in Windows NT (NTVDM)
