Ministry of Communications is planning to impose 10% sales tax on software producers

So, something happened that everyone had been waiting for so long - now the developers will have their own air tax.

Under the new initiative of our Ministry of Communications, a special fund is expected to be created, where up to 10% of the sales in Russia of software licenses of both Russian and foreign developers will be transferred. It is planned to spend money on raising salaries to developers working in companies engaged in the creation of products commissioned by the state (to catch up and overtake, yeah). But in order for the company to receive these cash subsidies, you only need to give the state a blocking stake (25% + 1 share).

What does this mean for the IT community?

Roughly speaking, the state pushes the entire private IT business, providing a choice of two chairs:

• give 10% of your turnover (note, not from income, but from the volume of sales) to the mythical fund, which automatically puts on your knees and the brink of bankruptcy many companies that do not have an adequate margin of profitability or any financial cushion;
• to give back part of their business for the opportunity to participate in the exciting Olympiad of cuts and kickbacks for state orders, giving out the wretched similarities of BolgenOS under the sign of an “independent red banner orthodox operating system that has no analogues abroad.”

The side effect of creating such a fund is the final and irrevocable withdrawal of the it sphere into the shadow economy. And if now only the minimum wage is observed in salaries in order to avoid retirement fees, now either companies will start mass re-registration abroad (and this can be suppressed and outlawed by another government hotline), or they will hide revenues and spend their finances through a cloud of gray schemes (long live the box from the copier and barter!).

One of the organization’s employees heard about him from the Ministry of Communications and Mass Communications, but Ekaterina Osadchaya, a representative of the Ministry, told the newspaper that they didn’t know anything about such an initiative at the ministry.

I will be sincerely happy if everything that happens is unreasonable hysterics, but we have to expect the worst in the framework of the current policy of the Russian Federation, foreign sanctions, the inexplicable strife of our government to distort any good idea (import substitution of software in the information age must be at least defense) (in compulsion to take money from companies and at their expense it is not clear what to do).
