Deputies want to ban foreign communications equipment in Russia

A group of deputies submitted to the State Duma a bill on the use in the communication networks of equipment only of Russian origin. An exception is proposed to be made only if there is no Russian equivalent. The authors of the document were the deputies Vladimir Bessonov, Viktor Kolomeytsev, Nikolai Kolomeytsev and Ivan Nikitchuk.

“Foreign equipment can be used in the territory of the Russian Federation in communication equipment, communication equipment, communication networks of all forms of ownership only if there is no similar communication equipment of Russian origin,” the bill says.

The authors call the reason for the introduction of the draft “protection of the foundations of the constitutional system, ensuring the country's defense and state security, protecting the domestic market of the Russian Federation, developing the national economy, and supporting Russian producers” .

Russian equipment will be considered if its manufacturer is a tax resident of the Russian Federation. In addition, the manufacturer must have exclusive rights to the circuit design solution and design documentation. Hardware firmware must be open source or owned by the manufacturer. Also, the manufacturer must use an open or national operating system and be the exclusive owner of the programs and their texts running on the equipment.

The explanatory note to the document states that now more than 90% of the equipment of Russian information and telecommunication networks is imported. “The loss of control and controllability of national information and telecommunication networks can lead to serious, if not catastrophic, consequences for the Russian economy, reduce defense capability to a critically dangerous level and cause serious harm to the national interests of the country,” the authors of the bill note in the explanatory note to it.
