Strategies for the development of the IT industry in Russia for 2014-2020
On October 25, the Minister of the Ministry of Communications and Mass Media Nikolai Nikiforov addressed the Government of the Russian Federation and presented the “Strategy for the development of the IT industry in Russia for 2014-2020 and for the future until 2025” The strategy was eventually approved by the Government. However, the final version of the document has not yet appeared on the official website of the ministry.
The strategy was developed jointly with the federal executive authorities, the Russian Academy of Sciences, the IT community; the proposals of leading IT associations, development institutes, domestic IT companies and universities are taken into account.

The pace of further development of the IT industry will be determined by the ability of the state to solve a number of problems:
personnel shortages (70% of IT business are people, the existing education system produces not those specialists, but even few of them: 150 thousand instead of the required 350 thousand for the next 5 years),
an insufficient amount of research and development (as long as the entire industry lives on the Soviet scientific background, but it will end soon),
imperfection of the legal framework
low level of government coordination with the support of the IT industry.
