The union of communications workers claims to 0.3% of the salary fund of all IT companies
The case of Mikhalkov lived, lives and will live. In general, they lived. In just a couple of weeks, all IT companies that did not sign up on time would be required to pay 0.3% dues to an unknown trade union of communications workers ( see important update below ). From the publication of the Russian Newspaper of August 3, 2012:

Minister M. Topilin
Update According to Art.377 of the Labor Code of the Russian Federation, the agreement will apply only to employees who have joined the trade union or upon their written application. Those who are not members of the trade union and did not write any statements do not appear to threaten anything. Thanks to colleagues who clarified the situation in the comments below. But extra vigilance in relations with our state never, I think, will not interfere.
