State Duma offered to equate Internet sites to strategic organizations
On May 23, the State Duma Committee on Property Issues recommended to the Chamber to adopt in its first reading a bill strengthening the control over the acquisition by foreign investors of controlling stakes in popular Russian Internet sites.
Draft federal law No. 360321-5 “On Amendments to the Federal Law“ On the Procedure for Making Foreign Investments in Business Companies of Strategic Importance for Ensuring the Defense of the Country and State Security ”was submitted to the State Duma on April 16, 2010.
The draft law provides for the assignment to strategic joint-stock companies of all organizations conducting television and radio broadcasting, as well as organizations providing socially important services on the Internet.
Under such services, the document proposes to determine the implementation of information retrieval on the Internet, postal service, processing of visual and audiovisual material on the Internet and a number of other network services on the Internet if at least 20 million users monthly access the corresponding sites.
